Panhandling is Banned on The Plaza?

Yeah right. Apparently panhandling is banned on Kansas City's Country Club Plaza, yet every time I go out I pretty much run into the "Down Payment on a Cheeseburger?" Guy, the elderly African American gentlemen on crutches and the guy that just shakes his Styrofoam cup full of change at you.

What kind of a ban is that?

"There is precedent for banning panhandling from prominent shopping districts, according to research conducted by the city’s legal staff. Kansas City, Mo., has banned panhandling in the Country Club Plaza area."
However... it is always nice to see those Kansans trying to be like us Missourians.

The "Down Payment on a Cheeseburger?" dudes name is Plaza Jerry. He panhandles most of the year makes enough money and goes to Florida for the winter.

His real name is Jerry Mazer, he has cancer.

Jerry sounds like an alright guy, but I'm not one to condone panhandling. Sorry. I think it makes a lot of people uncomfortable and I've seen a panhandler in San Diego at the end of the day roll down the street in his wheelchair, hop out, fold it up and jump into a brand new Caddy. That's not to say, however, that panhandling turned artistic is out of the question. If you provide entertainment, then I don't mind rewarding you for the smile. "Down payment on a cheeseburger" doesn't cut it for me... it's lazy... learn to juggle or sing or play an instrument or get even more creative.
